Job Description:

This management position serves as head of a bureau and is responsible for maintaining the accounting records of the County as well as reporting the financial position and results of operation of the County under the direction of the Director of Finance. Records and reports the financial operations of Erie County in a timely manner. Responsible for the following accounting functions: preparation of monthly modified accrual financial statements, pre-auditing and payment of County invoices, processing the County payroll, management of the County's cash and investments, safeguarding of County fixed assets, and preparation of trust & agency and various grant reporting. Assists the Director of Finance in the preparation of the County's annual budget, and monitors budget performance. Coordinates the annual external audit and prepares audit work papers as well as the County's Comprehensive Annual Financial Report (CAFR) and Single Audit. Enforces all County financial policies and procedures under the direction of the Director of Finance. Writes computerized reports, and is responsible for the upgrade or conversion of computerized financial systems and payroll/ personnel system. Prepares complex financial analysis for various department heads, elected officials. Serves on various County committees and task forces. Performs other work as requested by the Director of Finance. Thorough knowledge of the principles, methods and practices of governmental accounting; thorough knowledge of the County's accounting systems and financial polices and procedures; as well as fiscal regulations for various grants. Ability to prepare complete and accurate reports of a complex nature. Ability to supervise the work of other employees. Ability to perform detailed work involving written and numeric data rapidly and accurately. Ability to use and troubleshoot computer applications. Ability to communicate effectively and establish sound working relationships with fellow employees, County and grant officials, and the public.
