Job Description:

National Fuel is currently seeking a Project Engineer for an outstanding career opportunity in our Engineering Services department located in Erie, PA. The goal of our team is to ensure new pipeline and station projects as well as civil-related work are designed and executed in a safe, efficient, cost effective, and timely manner. The successful candidate will coordinate with internal project team members as well as third party consultants/vendors to oversee all aspects of project planning and construction from initial project conception through final implementation. The work will involve both office and on-site/field reporting for a broad range of pipeline and gas facility replacement, modernization, and expansion projects in the western New York and western Pennsylvania area.

PRIMARY RESPONSIBILITIES:

Project Engineering Responsibilities:

  • Develop overall project scope based on operational requirements, field conditions, and customer demand in accordance with all federal and state regulatory requirements and National Fuel specifications
  • Determine construction workspace limits and develop construction alignment sheets
  • Assist in the preparation of regulatory permit applications and FERC filing exhibits
  • Develop project schedules and cost estimates and monitor actual performance to original projections
  • Develop detailed designs and material specification to comply with National Fuel standards and DOT 49 CFR 192
  • Coordinate material procurement; prepare RFPs and work with various consulting services; prepare construction bid documents and hydrostatic pressure test plans as well as analyze and award construction contracts
  • Assist construction managers with on-site construction management with contractors and inspectors
  • Assist with updating engineering technical specifications and procedures to comply with pertinent codes and standards

Additional Civil-Works Responsibilities:

  • Develop alignment and design layouts for new station sites and access roads with a goal to optimize constructability and minimize environmental impact(s)
  • Prepare road use agreements, road-bonding contacts, highway occupancy and driveway permits
  • Prepare and update construction specification and procedures for civil engineering applications
  • Perform project-wide truck transportation plan and hauling analysis
  • Develop and review rock blasting plans, specialized storm-water discharge requirements and safe excavation practices
  • Develop plans to acquire and interpret geo-technical data for sub-surface activities at proposed station sites and horizontal directional drilling (HDD) locations and review geo-hazard slope stability issues and develop mitigation techniques

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Mechanical, Civil or related Engineering discipline
  • Prior project engineering experience, working with regulatory agencies (PSC/PUC/FERC/PHMSA) and/or knowledge of civil designs, metallurgy, welding, corrosion, or transmission pipeline facility design and construction is desirable
  • Strong verbal and written communication skills, proven technical abilities and strong computer skills required
  • Exceptional multi-tasking abilities and demonstrated teamwork skills needed

PREFERRED QUALIFICATIONS:

  • Bachelor's degree in Civil Engineering and licensure as a Professional Engineer, or ability to obtain licensure
  • Experience with highway occupancy permitting, site work, geotechnical analysis, HDD Design, slip mitigation, blasting plans and project management is desired
