SummaryThe purpose of this position is to perform work that prepares the employee to apply budget analysis theory, concepts, methods and procedures connected with the budget formulation, and execution of VA's mandatory benefits accounts; use basic guidelines; and to become familiarized with the particular programs, systems, procedures, functions, and structure of the employing facility/organization.ResponsibilitiesNOTE: This position is a developmental position in the VHA Technical Career Field Training Program and as such is managed with specific criteria associated with the position. The goal of the program is to prepare HR specialists for assignments nationally. You will be subject to the following requirements listed below: As part of the VA's succession planning, the Technical Career Field (TCF) training program was created to ensure individuals are trained in critical areas that have current or predicted shortages. The program is nationally funded to include salary, benefits and training/travel dollars. At the time of acceptance into the TCF program, trainees will be asked to sign mobility, training, and service agreements. Relocation expenses for acceptance into the training program or for placement are not funded by the TCF program. Please keep in consideration, the training program is meant for those individuals who plan on staying with the VA a minimum of 3 years after completion of their training program. Although not guaranteed, with more than 150 freestanding facilities and hundreds of clinic locations, we will strive to place trainees in positions that will work for him/her and the needs of the VA. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Major duties and responsibilities include: Provides advice and guidance to program and line manager on the interpretation of budget estimates and the formulation of budget requests in support of the programs of the facility. Reviews facility budgetary and program requirements to assure their conformance with established agency policies and the intent of Congress. Provides advice to the assigned organization on modifying budget estimates in response to the annual mid-year and fall reviews. Reviews initial budget submission to ensure that planning guidelines are followed and the estimates for the fiscal programs are in line targets. Participates in the fund distribution process and controls and reviews assigned areas at the planning, apportionment and allotment stages. Assists in the preparation of instructions pertaining to format, content, and underlying policy assumptions for facility preparation and submission of monthly budget operating plans. Reviews actual obligations, outlays, and workload levels to highlight potential operating and financial problems. Takes appropriate action when necessary. Investigates and explains deviations from fiscal operating plans and program objectives. Develops monthly analyses of program actual and possible trends, with detailed explanation of significant deviations. Performs other related duties as assigned. You must meet one of the following requirements to qualify: Specialized Experience at the GS-7: Must have one year of specialized experience equivalent to at least the GS-5 level in the federal service. Specialized experience is experience utilizing the principles, concepts, and methodology of budget formulation to review, edit, and consolidate budget estimates and to adjust data in related forms and schedules; experience determining whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget; and experience using automated software to perform queries and produce reports. -OR- Substitution of Education of Specialized Experience: One (1) year of graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work. Qualifying graduate education would include study in the fields of accounting, finance, business, public administration, economics, statistics, political science, or sociology. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (Unofficial Transcripts Required) -OR- Combination of Education and Specialized Experience: An equivalent combination of specialized experience and graduate education to meet the qualification requirements for this position. (Unofficial Transcripts Required) -OR- Superior Academic Achievement at the GS-7 level: (SAA) at the baccalaureate level in the coursework detailed above is fully qualifying.   • Rank in the upper one-third of your class in the college, university or major subdivision.
  • A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
  • A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.
  • Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Most tasks are performed while seated at a desk or table, although occasional walking and standing are required in visiting other offices, or in going to and from meetings and conferences. Work is performed in an adequately lighted and climate-controlled business office setting.
